If this still doesn't work there are 2 other options: Completely uninstall steam and all of its contents off the your computer, then reinstall it. I think he/she means that you delete the GD folder where all the info is kept (Right click GD in the steam menu --> properties --> installed files --> browse) and then uninstall GD (right click GD --> manage --> uninstall).
