However, once I forge somethingg, the quest doesn't update and complete. Talking to Katria yields the same dialogue options to right before you forge something.

I got past the tonal lock without any problems, talked to Katria and picked up the first Aetherium Shard, which obviously adds the objective of finding the remaining shards. It doesn't work mate :(.
