Get the combat rifle plan (you may already have it). Build an enormous surplus of combat rifles (any level will work, but I recommend lower level due to requiring less parts). The Railway Rifle has twice the base damage, cheaper AP costs, and better range than the Fixer. It is the superior VATS crit spam weapon. If you are going to free aim, pretty much anything else is better than the Railway Rifle.
