Let's say your route is currently a 45K. After the mini-count, the new evaluation is a 48K. Your route stays 48K Oct-Mar. In January, 2023, the USPS cuts the route (to 43K volume)... it's going to affect your volume and scans for 3 months. Then a carrier can deliver it for 6 months until the new evaluations kick in. For example, a 42K adds 6 hours of deliveries, count bumps them to a 48K. Then the 48K gets cut back to a 42K by taking the subdivision off the route. Sure sounds like a carrier delivered the additional 6K ...You know, I don't know.... they've manipulated and calculated everything to the USPS's advantage.... to the point now that I find it hard to believe they're doing anything that isn't to their advantage....

It doesn't matter if the PO thanks a single route will go down or not, it is ALL or none for a September National count. There have NOT been any "mini counts" as of yet so it's not "doing that". Mini counts are AFTER RRECS is implemented. The Data the PO has is from the last mail count of 2018 & scanner data.

I had brought this up to the post master when he was going to do the mini mail count last year before they delay.
