Location: Indiana, USA. Short answer is, yes, her dialogue interactions in Act 3 have been bugged since patch 3 dropped. They show dialogue options that are completely irrelevant to the situation. This was not fixed in patch 4. And also yes, it sounds like her Act 3 romance scene has been pretty heavily bugged for you.

Set a slightly grey shade for your base hair, and then set the highlight and greying to the brightest white you can get and adjust the sliders based on the haircut you chose. it sounds weird that you can't get really black hair without setting the 'greying' to black/100 but it works.
BUGS. So I just had the romance scene with Shadowheart from Act 3 and during the scene her hair turned black again and it was overall a bit buggy, especially the camera.
