I found her in The Bannered Mare in Whiterun, and I chose to turn her in to the other dudes. So I left the Inn after she said she was following me....she's not there.The men pursuing Saadia are actual Alik'r mercenaries per Saadia herself. These are all important points to the lore argument for Kematu, so I will be referencing them after clearing out the weaker arguments. The main argument most people cite is the presence of Saadia's urn in the Whiterun catacombs if you turn Saadia in to Kematu."Saadia" is trying to scare you into helping her, by saying the Alik'r are working for the Thalmor. I realize that it is scripted for them to never return to Whiterun, and within the narrative, it could very well be a convoluted attempt hide the Alik'r's more sinister motives, but I don't buy that. -Realizations from my first playthrough-If Skyrim belongs to The Stormcloaks, The Alik’r have even less right to be there as Skyrim is a totally independent nation. If you kill Saadia in front of Kematu, Kematu will say something like "You ruined all the work we put into capturing her!", implying the Alik'r really did want to capture her for a fair trial and not kill her outright. Just look at Skyrim. There are hole in both stories, but it would make sense for Kematu to use you to get the girl instead of getting his men killed.
