In all honesty the worst NCOER Comments I've ever seen was the lack of comments. An NCO I know has an eval from her time as the BDE Commander's Executive Assistant. The BDE CSM was the rater, and the BDE CDR was the SR. It's a decent evaluation until you get to the SR comments.
