First, go back to the Crazy Place and locate the section on the floor with a mash. here you need to kill enough zombies until the Kilns in the back are all burning, you will hear a sound when you did it. Now go up the main map and go to the Church, upstairs to the back wall, here you will see symbols on the wall.
Place the Ice Staff into the Pedestal where you picked up the Gem. You will need to get kills in the Crazy Place until you it notified it is complete. You now have an upgraded Ice Staff!
