Orb of Storms+Lightning Conduit might be the cheapest answer! Theory. Orb of storms shoots once as it is laid down up to three targets and chains if you get the mastery, and you can prolif shocks through your mastery too. And as a bonus every consecutive usage of lightning conduit will automatically proc orb of storms to shock again.

The actual minimum shock for a lightning hit with shaper of storms is 18% = 15% + 0.2 * 15%. Since all your shocks are minimum 18%, you don't need to scale shock as if dealing more damage or w/e, you just need to land the smallest shock possible. The base damage of lighning conduit was seriously too high. Let me explain. There is the golden rule in PoE spell balancing that says: average base damage = damage effectiveness*550. This holds very well across all skills, with a difference of plus/minus 10. For Lightning conduit the rule was base spell damage = damage effectiveness * 714. The formula for the final cooldown is. (trigger cooldown + Lightning Conduit cast time) / (100% + increased cooldown recovery) whereas the Lightning Conduit cast time is affected by modifiers to cast speed. I haven't tested multiplicative modifiers like the essence modifier on gloves, but I'd be surprised if it didn't work, and I haven't tested ... Base damage for shock nova and lightning conduit are now about the same. 75% shock = 300% more damage on lightning conduit, but shock nova hits twice on single target. So at double the trigger rate, shock nova does the same damage as lightning conduit - and doesn't rely on hitting your main target with a 75% shock.
