I run shotguns alot and what likely happened is that your running 7mm shells and the scav has a t4 vest on scavs can take a stupid amount of shots when they have one on. Also some scavs can spawn in with up to 740hp so because you didn't aim for the head you probably could have done like 500 damage but it wouldn't have killed the scav.

I used to main my scav, now I main my PMC. I've 100% noticed a shift in the community. I think it has to do with the boom of new players wanting to learn the ropes and experienced players wanting to just scav to earn money, because that's what a scav, imo, is mainly for. Also VOIP and CO-OP extracts actually incentivize playing together.

The truth is, you have to play as a pmc to level your skills. My first pmc play raids all I did was lie in a bush or hunker down if I heard the slightest noises. I still sorta do that but with a lot more confidence.
