It just takes RNG. I got mine tonight. Just spent hours trying to get it. Killed over 150 at the normal gravesite with no luck (arcane lvl 14). Then, I killed 1 scythe skeleton on top of the hill gravesite next to the original one, and got it first try from there. 🤡😓 At least I finally got it tho.
