Improved armor bench makes padding, which the Garrison doesn't, weirdly. So you can't do without the improved bench, but you can do without the Garrison you just pay a bit more in materials. Go with improved. Improved provides 25% cost reduction, garrison 50%, I'm tempted to say. I think.
