No, gunner is not bad by any stretch. Haz4 and lower doesnt really require any specific builds imo. As for haz5 i go with minigun 32222 Bullet Hell OC. It allows minigun to be decent against big crowds, stun on t3 allows you to backpedal safely while shooting. Still good single target dmg. Secondary - Bulldog 13212 Magic bullets.

The real difference that no-one here talks about is that minigun has superior accuracy and is possibly better in mactera plague missions for gunner. 1.The tier one ammo mod for thunderhead is literally the most efficient in the entire game. It's head and shoulders one of the best upgrades in the game, and you should always take it. Normally ammo vs damage is an even consideration.
