the Calus Mini-Tool's MIDA Synergy frame provides movement benefits, while Bug-Out Bag's Adaptive Frame does nothing whatsoever the Calus Mini-Tool has 5 less Impact stat than Bug-Out Bag I don't know if this is a bug or an oversight, but it makes no sense and makes Bug-Out Bag even worse.
