This is my current set up: Cable box -> Hue Sync box -> TV. When I turn off my TV, it turns off the Sync box but when I turn it back on, it does not turn on the Hue Sync box. Now, I have Xfinity so my cable box is always on. When I add a Chromecast to the Hue Sync box, it will turn on switch to it but for some reason it doesn't work with cable TV.
