Honda accord 2014 starter issues.
I have a 2014 Honda Accord EX-L Automatic, V6. The dealer is not talking an actuator at all. I read about the VTC actuator online and other folks said it could be the starter. Dealer is stating the solution to my issue was (a) replace starter and (b) rotate the flywheel. I don't understand B.

Push the START Button. That will turn everything OFF. Then put my Foot on the Brake Paddle again and push the START button and it will start the car on the 2nd time.
