(1.0 must be default on servers) But if you hit the single player option, it sets the difficultyOffset to 0.2. That gives a max dino level of 36.

Difficulty=1 (DifficultyOffset=1) If you're an admin you can press Tab, activate the cheats (enablecheats <yourpw>) and then doublepress Tab for the console and write "DifficultyOffset" which should show you the current setting.
